Device instructions

@ovok/native/bt-device-instructions shows the instruction PDF the SDK hosts for an integrated Bluetooth device. BTDeviceInstruction picks the manual from DEVICE_INSTRUCTION_PDFS by device type and renders it with the PDF viewer, so it needs the react-native-pdf and react-native-blob-util peers.

Not every device has a manual. Handle onError and show your own help content when the PDF is missing or fails to load.
