OvokClient.acknowledgeSignalsRawAlert

Acknowledges one alert: it resolves, and acknowledgedAt and acknowledgedActor record when and by whom. Idempotent: an acknowledged alert keeps its first acknowledgement. Needs signals_alerts:update and update access to the resident.
