Bluetooth device instructions

@ovok/native/bt-device-instructions exports BTDeviceInstruction, its prop type, and the DEVICE_INSTRUCTION_PDFS mapping. The component chooses a manual from the integrated device enum and delegates rendering to PDFViewer.

The mapping is maintained by the SDK and is not an app-configurable URL base. Some devices currently have no manual URL; handle onError and provide a fallback in the app.
